Islabikes Cnoc 14/16 sizing

One for the forum,

Is the Islabike sizing chart conservative? https://www.islabikes.co.uk/product/bikes/cnoc/

Grandson needs his first pedal bike, having become confident upon and outgrown his balance bike.

He has 40cm inside leg -2cm on minimum for Cnoc 16

Having won an ebay auction for what was described as a Cnoc 14L, but  is actually a Cnoc 16, need to decide best action before completing.

I've found them to be fairly accurate. But small children do have periods of sprouting like weeds (Nye grew a cm last week!), so it might not be a problem. How old is grandson?

It was a while ago, but I recall buying mini-hatler an Islabike (either the 20" or the 26") when their sizing chart showed it as being 2cm bigger than his then size. It was not an issue at all.
