The main reason they pay up so easily when your card gets cloned is because they don't want taking to court and be forced to share this information. The charitable view is that they don't want confidence in the products knocking, the less charitable view is they don't want saddling with the costs associated with a) strengthening the systems, b) providing alternative systems and support for people who refuse to use chip and pin.
