Anybody have a solution?
Router downstairs.. plugged into ethernet powerline adapter.
Another powerline adapter plugged in on 2nd floor, it has ethernet socket, and a spare 3-pin power socket, but it doesnt boost wifi.
Is there something that could plug into it (and the ethernet port) that boosts wifi?

It's called a Wireless Access Point.
Use that magic phrase in Google.
They can be expensive.
For Much Cheapness, almost any domestic broadband router could be pressed into service, given a bit of configuration.
They are basically this in one box:
ADSL Modem - PPP/NAT/DHCP software - Ethernet Switch - Wireless Access Point
You would just use the Ethernet Switch - Wireless Access point bits, acting as an Ethernet - WiFi bridge ( which is what an Access Point is). Leave the ADSL disconnected and configure the software to disable the DHCP server and set up the device's IP address to be on the same subnet as with the existing kit, but not conflicting with any of it. Connect an Ethernet cable between the Powerline adapter and any port on the router. Configure the WiFi Network Name (SSID) to be the same as the one downstairs, but on a different channel. Devices will roam between them as seamly as they ever do.

If you already have Power-line adaptors then you could buy another Power-line adaptor that has a WiFi AP built in.
