I have an Altura bar bag which has a T shape bracket on the underside of the bag.The T has a male base plate which twist-locks into a female plate on the underside of the bag.The horizontal bar of the tee will accommodate a light each side of the vertical bar.

Same with my Carradice - very useful (though embarrassing if you wander round Putney (then later the supermarket) with a flashing light under your bag) :-[

A Dinotte tail light mount secured to the front of the headtube?

Just have to find somone with a lathe...

I've vague memories of seeing of something like that as a commercial offering. Try searching the acf or cc archives?

Minoura also do a "Basket Grip"  which will fulfil this role...
