Its all in the constant eye contact.

Cats function on the intellectual level of insects. For them, the communicative aspect of eye contact is several tiers above their cognitive capabilities. They just stare. Cats are the mouth-breathers of the pet world. Dogs, whilst being more intelligent, are not quite intelligent enough to realise that cats are thick.

Cat intelligence is basically shag/eat/kill/sleep, although most are also partial to a stroke.  We once had two unusually intelligent ones that could work door handles and break into other people's houses, but the current two have an IQ below room temperature.

Cats are like Owls.

People credit them with wisdom.

Just so happens that Owls are one of the thickest birds out there.
