I would happily visit Albania, but there is no doubt that it is easy to get into trouble abroad, more so in some countries than others, perhaps.

Personally I have had dodgy encounters in
Marmaris    (before the bombs)
Manchester (more than once)
Glasgow      (not quite as bad as my late nephew, however)
Doncaster    (worst)
Athens 
Barcelona
Leatherhead

In Kenya our hotels had armed guards posted around the gated compounds.  When we had to stop for the presidents motorcade, our guide advised on no account to take photographs.  Later a large shopping mall got blown up and the airport set on fire. 
In my childhood, we were on our way to the beach when we had to stop due to a pipe bomb someone had put in the road.  Family history has it my dad went into a cafe and held a pistol to someone's head to find out who did it, but you know how these things get exaggerated.

..and I've been advised I should not even think of visiting Barnsley.

Really Albania is a quiet backwater compared to the UK.
