Sorry if this is old info - I've just been looking at the Randonneur USA website and spotted this link to the English version of the PBP 2019 brochure:

Haven't seen this either on YACF or the AUK website, so thought it might be of interest...

Rather than scan it in and reproduce information that was potentially not relevant to AUK entrants (and according to some in ACP, might have to be changed anyway) the relevant information was distilled into http://www.aukweb.net/events/pbp/

The brochure lists that the 84 hour group starts on Monday 5pm, that should be 5am (the AUK page is correct).

So I can find a shorter English version and a 43 page version in French. But is there an English version of the longer one?

There is, at least in hard copy. They were distributed to the various international representatives on saturday.
