What happened to Miller in Giro TT?

Curious to know why Miller came something like 150th on the long and hilly TT on tuesday.
I know it was hilly but I would still expect a bit higher than that, saving himself for a later stage win?
Any theories or facts?

He's too big to win a TT like that, and his overall placing isn't an issue, so I think he was conserving energy for a (hopeful) stage win later on in the race.
