Avon and Somerset Police have been asking people to upload helmet/dash-cam evidence to their website.
They've reported back on what's happened so far this year, via Twitter.

Other authorities are doing the same thing.

So if you don't have a camera it didn't happen then.

Without proof, no, which is understandable. People, even cyclists, lie to the police for their own ends.
