Someone on Radio 2 (I think it was, it might have been Magic, I was stuck in the car for long enough that I varied channels a bit) suggested that it ought to be Dr Who who lit the flame as it was him in one of the Dr Who episodes-otherwise there might be a rift in the time/space continuum
I was about to suggest 007 would be lighting the flame, and then up he pops on the telly!
