Reminds me very much of the instructions from the Freshwater Biological Association at Windermere for those occasions when you have been out trout fishing and have caught something that you suspect could be one of those endangered Coregonid whitefish such as the Schelly or Vendace.  I recall it involved killing it and wrapping it in layers of newspaper before posting it - not sure whether they said anything about vinegar and salt.
