It must be a short way to say "No bumping into pedestrians at insane speeds". So they assume all cyclists are irresponsible persons that ride at insane speeds.

That's nonsense, surely?  In what circumstances can they impose a £30 fine for cycling on the road so regularly that they have a battered (and not legal) sign to that effect? ???

It looks as if it is portable - As a back-up to official signs for a pedestrianised road with time-limited cycle access?  ???

It seems pretty clear: "No cycling on the road can incur a £30 fine" so all those people walking had better start cycling unless they want to pay up.  ;D
