Bike registeration schemes

Does anyone know of any countries that have mandatory schemes where a bicycle must be registered, so have some form of number plate/owner ID etc?

I think the Swiss do and some one in the pub reckons China does, but that seems unlikely in the extreme.

Do any of these countries charge a great deal? What are they trying to achieve? Is it actually enforced?

The Swiss license is (or was) 7 Francs (less than £5) and includes an element of 3rd-party liability insurance.

I bought a bike in Switzerland once, but as a tourist 'passing through' who would be taking the bike back to UK I was not issued with a license at sale.
