Hmm. Posting photos is a bit out of my wheel house and I already used my "once a day IT question" with Ms Morbihan.
Its sheared flush with de hole so nothing to purchase on.
I'd guess Alu. but its black so can't tell for sure.

Most likely yes, but there are quite a few exceptions.

If that's the case I recon the easiest solution for Morbihan would be to acquire an automatic centre punch.
They start at around 5 or 6 quid in Screwfix or Machine Mart.
Punch an indentation axially, in what you can see that remains of the set screw, as close as you can to the circumference of the screw.
Punch it again. And then again. You are looking to make a nice deep indentation.
Once you've achieved that, take the punch, place it in the indentation, and tilt it slightly so that it is tangential to the circumference of the screw.
Punch it gently, punch it again and keep repeating in an anti clockwise direction.
You'll find that the screw will start to turn, and you'll be able to extract it this way.
I've used this method successfully many times.
The smallest screw I've managed this on was M4. Anything larger will be easier. You can probably do it on an M3, but it'll be a little trickier.

Do you mean the grooves which are aft of the pivot, and towards the handles, rather than the jaws?

No, the grippy bit at the end is optimised for screw head grabbing:  https://www.engineer.jp/en/products/pz58e.html refers.

They also do some which combine that with a mole grip action...

Should it not be removed and then, er, replaced?

If it is one of the pissy little screws that holds some hangers on (I'm looking at you, Mr Cannondale) then there are only about two or three threads in the aluminium part anyway. Your chances of a 'perfect repair' are about nil.  If you can't fit a nut and bolt instead (in which case just drill the thing out) then you are knackered, just get another one...?

Years ago a bolt head Sheree off the clutch plate on my X reg mini. I started drilling the thread from the inside out, and at one point the larger drill bit 'caught' the threaded bar and it would out as the drill spun round. I'd be temped to drill from the inside out, use a little oil to lubricate and cool the drill bit, and it will either spin out, or you can drill the whole thing out. Then if you have a larger tap, rethread a wider hole. I have an M6 bolt holding a mudguard stay where there once was an M5 hole.

I find a mole grip does that job pretty well too. 

I have a pair that were actually made in Britain.  I guess they are nearing their half-century.

With mole grips it seems to be a case of the cheesier the screw the better, presumably so the head can deform a bit, rather than them slipping off.

Thankfully I had a spare for another bike thats the same type. So Ive used that and popped the knackered hanger in a drawer. I suspect it will be there for many years until needed again, at which point I will curse at not replacing or fixing it. I don't think my eyes are up to the fixing bit though.

Success!

Under a magnifying glass I noticed a tiny bit of shredded metal from the screw above the recess. I went into the specialist tool kit and used the sharp end of a corn on the cob holder to twizzle it out. :thumbs: Patent pending.

Chatted with builder and the hangers are made custom for them. Will be ordering 3 spares as back up for the two of us. A busted hanger could ruin your day.
