Back when Napoleon was emperor, he & his missus went round Alsace and she was appalled by the distances women were walking to market and the loads they were carrying, so hubby decreed that every commune of a certain size had to install these by the roadside. The loads go on the crossbar and the backsides on the lower beam.

They're also good for parking the bike against while you're having a pee.
