That's removal of 0.3mm of metal all round to go from 27.0 to 26.4.  Or does a framebuilder need to put it on a lathe?  I have a few forks to sort out, some JIS and some that just aren't quite right, and it's cheaper and much less hassle (where the bike is assembled) to buy a Cyclus cutter than get the LBS to do them.
Hard work sometimes pays off in the end, but laziness ALWAYS pays off NOW.

it'll be fine; it is pretty much what such cutters are made for.
