What's the official argument against giving cyclists and peds priority at side junction crossings, so that vehicles naturally wait  e.g. by having 'zebra crossing' markings?

The official argument is that politicians think they have to appease the car lobby, because most of their voters think that travel by car is essential.  Logic / environment / health benefits / cost have nothing to do with it.  Not many people are brave enough to try to change an established culture.

Sadly, too true.

(Also, councils/planners etc routinely ignore the official planning guidelines, and mostly ignore consultations if it suits them:

=> if motorists plan stuff, they will plan for motorists. Who will wait for no-one unless you hold a gun to their head  .
