Sustrans route infra responsibility

Would it be fair to say that where a NCN route is through a town centre, then the responsibility for making sure the infra is safe/ fit for purpose, would be with the council, rather than Sustrans?   Sustrans simply seem to direct signage.  Would the county/district, or town council be the primary agent of changing cycling infra as required?

AIUI all that Sustrans can do is either take away their signs or ask (and sometimes pay) the council to improve the situation, which the council can ignore.

The council is under no particular obligation to make sure the route is safe, beyond the absolute bare minimum required as a highway authority, which is close to nothing.

Talk to local councillors or the local cycling campaign, if there is one.

Also Sustrans' definition of fit-for-purpose leans heavily towards not sharing space with motorists and (a recent innovation) being physically possible to get through with a non-standard cycle.  They care little for what makes a practical route for getting from A to B without going round the houses or start-stop faff, and have blind spots when it comes to  a) social safety  and  b) mud.
