If I'm using headphones to watch video on a Laptop/Chromebook/Phone and the sending device is at its highest volume setting.  Is there any sort of, inline, amplifier that will boost the volume I get through the headphones?
I'm happy to use battery for it's power supply. It's only on some devices but, due to DEFFNECE, It spoils trying to understand the speech.

Steve, I believe you are looking for a portable headphone amplifier - that's the phrase to search for - such as this popular one by Neoteck. It has a switch which means it can work at a lower or higher volume setting plus a normal volume control. It uses a rechargeable battery.
