Generating short video clips from large files..?

How do people 'cleanly', with little or no transcoding (if possible), make video clips from a much longer video file, and which software do you use?  Any recommendations for good open source software?  For a Go Pro it's possible to fiddle about on the mobile phone for clip generation, but thinking mainly about editing any videos including generic mp4/avi etc on PC etc.

I'm no help because I use a Mac and Final Cut Pro...
It is simpler than it looks.

On a PC just use the built in video editor, assuming you are not doing CGI special effects with your footage.

Handbrake is free/open source. Good for converting formats, or simple cropping/trimming etc.
Though probably will involve transcoding, depends on what format it is.

Shotcut is another open source alternative.
What's this bottom line for anyway?
