Handlebar shim for quill stem

I have a 25.4 clamp diameter set of Nitto bars and now have a 26mm diameter Dynamic stem, plus the official correctly sized Nitto shim which I was assured would enable everything to work. I had a quick go at the assembly and struggled, so any hints and tips on a good way to do this? Get the stem into position on the bars and then try to insert the shim pieces (there are two, each slightly less than half the circumference)? Try to place the shim parts inside the stem and then slide the whole thing on to the clamp area of the bars? Obviously I want to end up with uncrumpled shims nicely centred under the clamp so they are invisible.
An internet search on this topic was surprisingly unhelpful, I was expecting a myriad of youtube offerings but no.

splay stem open further than normal (eg with a wooden wedge or jacking screw) fit shims to handlebar, then slide bars into stem.

Or use pieces of beer can like everyone else. Two thicknesses ought to work.
