Does North Korea count, or do paramilitary groups like the Young Pioneers etc. qualify as uniformed youth organisations? Because I can imagine lots of (post-)Communist states being quite down on the scouts, but having (quasi-compulsory?) youth organisations.

Back in the day our Parish priest assumed the church scout troop doubled as the paramiitary wing of the RC church. Fortunately the scout leader saw it as more of a chance to go sailing and canoeing in summer and play football in the winter.

But here's a thing: There are conflicting results on this one. I'm using the list that (a) is on the scouts.org.uk website and (b) one of my scouts presented to me after I'd set him the challenge of finding out. 

Other lists include The Vatican City, and say that China now has a vestigial Scouting movement. Anyway, my question, so ner.

I think so, in that it isn't listed separately on either a list of countries with or without Scouting.
