How about something like this as a flat 400km for Steve?  Peterborough-Kings Lynn-Grimsby Louth

Approx. 210m elevation over ~400km!  Don't know about the road conditions though.

Actually the route doesn't quite get to Grimsby...  ;)  Ok, Louth then -  looks a nice place, and has a Wetherspoons/some eateries.

I once stayed in a B & B in Louth when I was working in Grimsby.

When I was spending time with HMCE away from home, I would generally pick a place/evening combination so that I could spend a couple of hours in a chess club, rather than wasting all evening on my own in my room, or sitting in a pub. Louth Chess Club used to meet at the hospital.

Peterborough is a useful gateway base to a huge amount of flat miles. If Steve can get a draft or two along the way, should help mitigate some of the risk of the flatlander's blight - headwind....

I am based right on the southern edge of Pboro, so 2 mins and you are in the fens. I am listed as a host so hopefully, if it fits in with his plans of course, I can offer him a useful base in that area.

And was banged up not too far south of there for at least some of his sentence IIRC...
