The daft thing about the sign in the photo is that it means, if interpreted properly (and in line with the way that other such signs are used), that cyclists have priority over pedestrians. Which is of course not the case - the exact opposite applies in fact...
It is a sign that is being used more and more often. I don't know which fool of a civil servant designed it but s/he should be whipped soundly.
