It just occurred to me that I haven't done a 200 Km event this month for my RRTY.  However, tomorrow I'm setting forth on a 2 day ride from home and each day is 210 Kms.  Can I submit one or both as retrospective DIY's for validation to keep my RRTY alive ?

Retrospective? No.
But your ride is tomorrow.
Submit your entry tonight and you're good to go.

Indeed. As long as you're confident enough in your route not to need any acknowledgment or hand holding, most if not all DIY organisers will accept an entry right up to your first turn of the pedals
