I believe that Ben T is reasonably local and has answered similar questions in the past...

I rode Skellingthorpe (near Lincoln) to Tuxford on it on a DIY200k in November 2016.  It was fine apart from the byway just as you come off the old railway near High Marnham which looked a bit soft so I diverted via the road.

I've ridden it.

From Lincoln to Harly it's sealed pavement.

Afterwards it's a dirt track, depending on the weather & tyres it can be tricky riding.

Yes it's fine on a road bike. Road to fledborough, hard-pack to harby then tarmac cycle path from harby to Lincoln. Bell probably handy as is obviously used by dog walkers etc but standard for a cycle path.

Leave tuxford on marnham road, which a few km on after an s bend becomes Polly Taylor's lane, left at T on fledborough road then a few hundred yards on take the cycle path after a bridge. Goes across the viaduct ( check out the graffiti) and then past a few disused railway stations. When you get to the A46 after skellingthorpe go up the ramp and over the bridge and through the pyewipe inns car park to join the riverside path into Lincoln.
Quite pleasant.
Will post gpx tomorrow if you like. Anywhere specific in Lincoln or are you ok with that bit?

The NCN doesn't take you along Polly Taylor's Road - it takes you up Crabtree Lane then across a field:  https://goo.gl/maps/x17YYz9jAFy

I have no idea why Sustrans did that!

I quite frequently use a section of it to cross the Trent, most recently last month on a DIY,  saves going up to the A57,  about 5 miles of gravel which can be a bit dirty but should be OK on any bike.

No, that bit of it is muddy but the rest from fledborough eastwards is ok. I presume it was intended to carry but was never finished.
