Typical bloody stupid idea from a designer.  Wheels don't have spokes in them because it fills up the insides, but because it makes for a strong inflexible shape.  Annular wheels like those will either flop all over the place or be very heavy.

Likewise, removing the seat tube looks cool, but actually means you'll have to beef up the rest of the frame so much, that it'll probably add more weight than you've saved.

It's hard to see where the brakes or gears would go.  As designs go, it's not particularly original, and has exactly the same issues as bikes like this have always had.  It's a "cool design" which doesn't actually particularly answer any specific need, and introduces a whole host of it's own problems.

Even better are the monocycles or monowheels.
