I think if one wishes to be pedantic my dear man you will find by use of a dictionary that the answer he gave was actually by defintion his reply to my question.

Of course it may not be a very good
answer, there may be some ambiguity in his answer, and it may be that not all of these things are absolutely necessary to comply with the UK legislation, but one point is absolutely clear by it's absence to a very direct question.
He has not stated that the Mundo is legally suitable for carrying children in it's standard form, which if that was the purpose it was designed and constructed for would have been the obvious response.

I'd suggest if it came to court the judge/magistrate would look as to what was available from the manufacturer for the purpose of carrying children, what they recommend, and be guided by that.

So you see my dear fellow, when a manufacturer recommends that you do something to comply with the law, if one fails to follow their expert advice in favour of one's inferior knowledge then one is rather leaving oneself open to prosecution by the relevant authorities.
