Not A Caption:

The bicycle has an intriguing double top tube. Anyone knows what should be expected from such an unusual frame, apart from being heavier than a single top tube?

Traditionally understood to be stiffer and stronger. Slightly enlarging a
single top tube is a structurally more efficient way of doing it but a double top tube allows standard sized tubes and lugs to be used.
Wheel meet again, don't know where, don't know when...

Good point  LWaB! I didn't realize that traditionnal lugged construction prevented you from using any size of tubes.
