Fork looks seriously buckled. Not sure about the mudguard - can't quite make out if there are bent stays hidden inside the fork, or whether it's just spokes.
Could something jamming in the mudguard really cause that much fork damage? Nasty...

I'm advised by an Abingdon local who frequents the other place, that the police now have an ID (He checked with them).
RIP Cyclist.
