These lovely pics and the thread on foreign beer pretty much explain why this is the part of the world I'd most like to visit right now. Looks like fantastic cycling territory.

Are the road surfaces as good as they look in those pics?

Most of the road surfaces were excellent, especially on the tunnel route.
There was a longish stretch of rough tarmac on Hwy 35 which made me curse the Al frame and skinny tyres (I normally ride a Ti frame on 35Cs so no wonder  ::-)).

I'd certainly recommend visiting the area.
Hood River itself (ie the town) has 3 micro-breweries in it  ;D, some good restaurants, several places to taste the local wines and the bike shop rents out some very classy bikes  :thumbsup:

If you like trains and beer you'll be in heaven- the Union Pacific line runs right past the Full Sail Brewery's pub window and across the river is the BNSF line.
I had a good time there  ;)
