It fortunately wasn't the GPS signal but a seperate timing signal as used by telecoms to reassemble your voice for tother end.

Certainly not just a telecoms thing (that's the real-world example that the BBC could make sense of).  The GPS time signal is used for all sorts of things that require a calibrated frequency reference, and in that context 13.7µs is huge.

(Navigation calculations are done with GPS time, and aren't affected by the UTC offset.)
