His plan to surcharge foreigners* for medical treatment in the NHS, and to fine Trusts for non-collection of fees.

* Including EU citizens, even when they hold EHICs.

Not that I hold a flame for Jeremy CHunt but just for clarification...

NHS trusts can already be fined for non-collection of fees - that measure was introduced under the previous administration.

There is no plan to surcharge EU citizens (as that would be unalwful).  What the Department of Health will be doing (or actually expecting CCGs to do from diminished funds) is paying trust's 25% extra for the treatment of EU citizens when they pass on the details of the patient to the relevant body (in this case the DWP).  The UK is entitled to recalim the costs of care from the relevant members state - but a lot of trusts don't bother collecting and passing on the data  and the UK loses money.

In case you're wondering, yes other EU countries do reclaim the costs of treating Brits in their systems from the UIK government.
