Zooming monitor screen...

I've just discovered that using Ctrl + scroll wheel I can zoom the whole monitor screen on my work Mac.  Anyone know if this can be done on a PC?

You can with Firefox but I don't know about other programs.

Ctrl and scroll wheel changes font size in most Windows programs.
