Is that an odd cement mixer, a piece of fairground equipment or military hardware on the left? I'm guessing military from the colour.

I think it might be some kind of buoy. The white bit on the underside has figures on it, like the things you see in fords to tell you how deep it is. And the (military-looking) vehicle looks as if it's equipped with gadgetry to pick the thing up from above (e.g. parked a quayside, it can reach down to the water). The cone covering the RH end looks like a temporary covering.

It doesn't look so military close to nor does it look like a cement mixer. I've no idea what it actually is though.

Motor traffic wasn't moving, so by the time I'd pushed my bike to the bridge it was still there. The truck looked distinctly miltary.

I have driven and cycled up Marston Road in Stafford countless times over the 16 odd years I have lived in this town and never noticed the little park behind the garage before. Well, yesterday walking back to the football ground from the chip shop....don't tell CBH... I spotted this:
