Been given a little used Haro Mountain bike, looks to be about 10 years old. Were haro mountain bikes any good?

Haro are fairly well respected, moreso in Leftpondia than anywhere else. Make of that what you will.
The ICS series were fairly entry level, though - the ICS 3.0 came out around 2002 and was kitted out with Alivio components. So, not quite a BSO but not exactly a thoroughbred race rig either.
Probably a good candidate for use as a pub/errand-running bike.

Thought Haro did BMX's
But looking at the bike it is not that bad, unadjustable bouncy forks but apart from that seems good. Bike has not done many miles, bought as a shed ornament odd bits have become furry such as the rear brake noodle and a section of the chain.
