FWIW Someone on Twitter pointed out the road sign on the street in question was a 'no motor vehicles' not 'no cycling' sign.

Not sure where they got that from - the sign in the BBC video is 'No motor vehicles' _and_ no cycling. Unless the poster has local knowledge and the BBC article has filmed/photographed the wrong street.

So you can drive a lorry through there (for much of the day) but not cycle. Fortunately lorries don't kill or injure anyone ever.
