I recall a publication in the 70's called "How to be a motorist and stay happy"

I believe it went something like this:

Flashing headlights should be interpreted as any of the following

1.  Please come through I will wait.

2. Please wait I am coming through.

3. Why won't my windscreen wipers work.

etc.....

can't remember them all ;D ;D ;D

Don't forget that a car with dipped headlamps going over a speed bump viewed from a side road on the left can look very like someone flashing their headlamps*

I don't think the problem is really in the flashing of headlights to mean "I'm letting you go", it's in the driver's interpretation of the signal to mean "They're letting me go so I can go". As said upthread, flasher may let you go but others may not.

Other than that, we can reinterpret flashing headlights to mean "I'm claimig priority" as it seems to generally mean in many other places. Or simply "I'm here and: I've seen you/I haven't seen you/ you've seen me/you haven't seen me/etc"
