This site has been going for a few years for Norwegian maps, Sverre has now extended it for Europe, split up into individual countries.
It uses Open Streetmap data and provides several different renderings, these include Topographic, Roads only, Paths Tracks and cycleways only. For newer Garmins like Oregon etc.
The paths tracks & cycleways are particularly useful since they are produced as transparent overlays and can be used on top of another basemap.
www.frikart.no The site is predominantly in Norwegian but there is enough English to get around the pages.
