Generally, yes.  But a UPS would be overkill, and just introduce another expensive point of failure for no real benefit.

Also the pump is likely to require kWs of power, moving water is energy intensive. Therefore a UPS that is going to provide any sort of cover to a power cut is going to be bulky and heavy.
