To be fair to drivers some of the illumination used by some riders (no one here of course) is so feeble that they may not realise they're blinding someone until they're very close.

That pretty much covers the sort of situation I was thinking of. I've also come across some types riding on barely there "glow-worm" LEDs.

No, nor me and I still get hit by full beam two or three times on a typical dark commute; merely pointing out there are
some circumstances where the driver really doesn't have much of a chance.
