Simple. Ban cars.

Doesn’t solve the problem of floating bus stops unless you also ban buses. And bikes sharing the lane with buses is not exactly problem-free.

What do they do in the Netherlands? Surely someone must have come up with a workable solution to this somewhere?

A textbook Dutch urban street already has the cycle track running down the centre of each pavement, so they just put the shelter on the half of the pavement that's nearest the road, maybe skewing the track away a bit to make more space.

(other designs with e.g. the cycle track running between the shelter and the road also exist)

Sounds vaguely familiar from my experience of cycling in the Netherlands now you mention it.

The fact is when we share space there are going to be points of potential conflict. The sensible solution is for,all parties to,recognise these pinch points and alter their behaviour accordingly. Unfortunately people are inherently not sensible and expect to continue in their,own bubble without recourse to others which inevitably leads to those potential points of conflict becoming actual points of conflict.
For every complex problem in the world, there is a simple and easily understood solution that’s wrong.

Put the bikes down the middle and the buses on either side.  There is always going to be an interaction at junctions but having the cyclists in the middle removes the need for floating bus stops.

I think part of the reason they are less controversial in .nl is that they are more common. Cyclists know how to not be a dick when passing a floating bus stop, and pedestrians know that red is dead, and to look both ways before crossing the cycle lane. Visually impaired pedestrians also seem to be practiced at this style of bus stop, and know how to put the cane through a cyclists wheels...

I'm sure I've eaten in establishments on pavements in Italy, Spain, France, Croatia and Portugal since the EU started, so I don't think it's related to not being in the EU...

Reading the article referenced suggests to me that its far from a black and white argument. I'm not clear, for example, who controls the seedbank? Where farmers may have built up their own resource right now, if this new yellow rice is one of these sterile varieties that needs them to buy new seeds every year...
