What is this exercise called ?

Toes on the floor, feet apart. Hands holding dumbells resting on the floor, no other body part on the floor. Lift one arm and raise it up as high as it will go so the body twists. Lower.

What does it do ?

Do it with one dumbbell and finish by trying to stand, and you've got a Turkish Get-Up.
It takes blood and guts to be this cool but I'm still just a cliché.

The Turkish Get-Up on youtube is from lying on ones back. Not what i was thinking of. Perhaps I didn't explain myself very well. Toes on the floor, there for facing the floor. Dumbell in each hand, like a press up position but with hands on dumbells which are on the floor. I think back can be arched.  LIft a hand+dumbell up high with other dumbell still on the floor.

It's a T push up, I think? With dumb bells added for extra pleasure!

I think you are right, thanks. I've seem people doing the exercise without the 'push up' though. Starting raised (pushed up) and just lifting the weight up and behind, to the T position then lowering to the start position. Suppose it makes it easier.

Might I make a suggestion?  Try them first without the dumbells.  If done incorrectly this exercise can cause problems.

Concentrate on technique, this is the key, slow and controlled movements.  If you go onto the exercise with the dumbells too soon there is a tendency to use them for momentum.

You could also do something similar with side planks
