If the music is there for emotional effect they know they can't convey with a caption then they might as well leave it out, but I suppose a translator can neither make that call nor be arsed to think about it, given the pittance translators get for such work.
I've dusted all those old bottles and set them up straight.

As a deaf person I really like the 'music means X' type subtitles cos I really don't process or understand what the music is supposed to be conveying even if it well done. There are lots of films that I don't get because I am not able to access the intended 'mood' experience.
