It needs to be really clean: even a little bit of grit will make it very difficult.

Firmly squeeze the plates together sideways, while at the same time firmly pushing the links together lengthwise.

Spray with WD40 if still nothing is happening.

It's brand new. Someone may have screwed up putting the chain on the bike
