TfL could face corporate manslaughter charge

The police are contemplating bringing the charge against TfL for the death of Deep Lee:

Not sure about the whole country. It looks from that article as if they're contemplating a corporate manslaughter charge because the road at that point does not meet TfL’s London Cycling Design Standards on minimum lane width for busy roads, so it's an authority-specific guideline. Presumably other LAs have their own guidelines, but if they don't, the charge wouldn't apply!
