Odd NHS24 story

I find the reporting of this story quite interesting:

I find it odd that there is such emphasis on the role of NHS 24 in the BBC's report. I accept that NHS24's call handling and nursing advisor (s) had a role to play, of course. But what about "He was visited at home on the day he died by his own GP, Dr Murray Macpherson, who decided the patient was not ill enough for hospital"? Barely a mention, but the headline could just as easily have been "GP fails to xxxxx" etc.

In the summary report, the GP isn't mentioned at all, and in fact it shows that the BBC's headline is somewhat alarmist, given that the Sheriff "concluded that there were no reasonable precautions whereby the death of Mr John Willock might have been avoided and that there were no defects in any system of working which contributed to his death".
