We (Lewisham Cyclists) have been discussing this quite a bit, along with other S London cycling groups.  General consensus seems to be that it's a bit rubbish, considering they are practically starting from scratch and that this young man's effort (apparently he's a 17 year old student) is a lot better.  http://maidstoneonbike.blogspot.co.uk/2014/03/improving-elephant-and-castle.html

One engineer on the RTR list suggested that a 'hovedring' would be the best solution and would be financially viable. It works well in the NL on similar junctions.

Interesting. What they're proposing is similar, broadly speaking, to what I think they should do with Parliament Square - ie remove the road on one side to improve access to the "island".

Can't wait to see what a cock-up they make of it in practice!

So that explains the name - Hoven from Eindhoven. Anyway, I think it looks rather impressive, in the way that a viaduct can be. What I wonder is if there is access to it from road level, as I think the junction itself looks pretty awful for a cyclist. As to whether it would be suitable for E&C, that's for you who know the place to say - I've only been there once and that was on a bus.

I can't help but think the problem with these junctions is simple. Too much vehicular traffic. Less traffic would take the pressure off any design. Again there's lots of emphasis on traffic time and little on pedestrians with the inevitable wait for the green man. Removing the section of road is a good thing though.

On the plus side, it's impossible to make E&C roundabout worse.

Don't let TfL hear you saying that - they'll take it as a challenge.

From my viewpoint, the four biggest problems with E&C are:

1.  Too much traffic, particularly motorised.
2.  Too many roads meeting in one place.
3.  Poor lane design not helping with appallingly poor lane discipline by drivers
4.  Squeeze point at Newington exit heading North (scene of most collision)

I don't think any of these are addressed by the plans, though removing the odd combination of some roads controlled by traffic lights and others with a give way, can only be a good thing.

They could take some cues from what they've done at Holborn Circus and maybe have some of the roads merging in a different place, rather than all merging at the same point - maybe take St George's Rd out of the loop, have it joining Newington Butts south of the junction and make it left-turn only (while also closing off one end of Princess St to stop it being used as a rat run).
