I'd rather eat soap (with or without the box) than drink Red Bull! But the race might be fun... to watch maybe. What when where how why?

Presumably there's a rule against simply turning up in a fast velomobile with the chain removed and crammed full of Sun monitors[1]?
[1] Other unreasonably dense substances are available.

The cornering loads seem to destroy any bicycle based wheel arrangements. I'd favour something with scooter sized cast alloy wheels.

I'd say that using a velomobile, or indeed anything vaguely resembling a practical mode of transport, would not be in the spirit of the thing!

This is a a"fun event"
The points are awarded for the design, appearance, the little "performance" at the start and then (almost as an afterthought) the time taken on the course

Back in the old days they* used to run an event on the hillclimb course used at the Goodwood Festival of Speed. Motor manufacturers including Lotus and Bentley spent large sums of money on their vehicles, so great was their consternation when Bob Dixon turned up with a front-faired Windcheetah with a hastily cobbled-together two-wheeled rear end and beat them all ;D
