Not quite what we think of here as a bicycle courier - the ID card even has a space for restaurant name and address!

Not really a cycle courier, as he doesn't go to a random location to pick up then deliver to another location, and seems to deliver only one sort of item. Eg, pizza delivery motorbike riders aren't called couriers. But that law seems to apply to all "commercial" cyclists.
